Ellone Loire is a gentle and caring young woman with the ability to manipulate time. Though orphaned at a very young age, she manages to find Raine Leonhart and Laguna Loire, a young couple who come to love her as their very own. After her tragic separation from this newfound family, she spends much effort searching for a way to change the events of her past in hopes that the three of them will be reunited. Through it all she remains hopeful, and finally accepts that what happened was beyond her control. In the end, all she really wants is a family to love.
She also spends a good portion of her life at an orphanage, where she meets a young boy called Squall Leonhart. There, they become very close, and he comes to depend on her as if she were his real sister. After Ellone is sent away from the orphanage, Squall is unable to recover from this great emotional loss, and vows never to depend on anyone ever again.
Wikipedia » Ellone is a mysterious girl who wanders in and out of Balamb Garden, and who knows Squall from his past; she is the missing "Sis" he has been looking for. It is later revealed that she has a bizarre power: the ability to send a person's consciousness back in time, watch, and sometimes influence the actions of someone they know. She uses this talent to send Squall and his friends into Laguna's past adventures in the hopes that they will be able to alter the past; however, she eventually concedes that history cannot ever be altered. Her parents were killed by Galbadian soldiers during an occupation, and she then lived with Raine until she was captured by Esthar soldiers.

Speculation
Since there was no official profile released for the character Ellone, much of this profile consists of assumptions based on speculation. Below is an explanation of how each of these things were decided:
Age: Ellone is clearly a couple years older than Squall: she is able to talk before he is even born. Judging by her ability to converse with Laguna and Raine, I'd say that she was about 3 years old when she met them. Squall was probably born later that year, thus making her around 3 years older than Squall. The game insert tells us that Squall is 17 years old, which would mean that Ellone is 20.
Height: Taking a look at the in-game figures of Ellone and Squall, she appears to be almost a head's length shorter than him. Rinoa too appears to be about a head shorter than Squall. Since it has been given in the game insert that Rinoa is 5'3½", and Ellone appears to be the same height as Rinoa, then Ellone must also be 5'3½" or something close to it.
Winhill: The earliest of Ellone's memories which are seen in the game take place in this town. Also, the house where she lived with her parents before they were shot is located in Winhill, next to the Pub. It would make sense for her to have been born here.
Assistant Commander Ellone: During Laguna's stay with Raine and Ellone in Winhill, he takes on the job of the Monster Hunter. This involves him going out into the streets and eliminating the dangerous fiends that lurk there. After each of his "rounds", he must return home and give a report to Raine, the Commander, and Ellone, the Assistant Commander, of all of the monsters that he has vanquished. Ellone particularly hates the Bunbuns.
